Proceedings of the Board of Regents (1960-1963)

NOVEMBER MEETING, 1962 973 was accepted and placed on file and adopted by the Regents as their report to the Governor of the state (p. 527). On recommendation of the Vice-President in charge of business and finance, the Regents approved the use of the net amount received from the estate of Mary McKibben Harper (pp. 961, 303, and 269) to establish the Mary McKibben Harper Memorial Fund and authorized that $45,000 of the Mary McKibben Harper Memorial Fund be set up as a permanent endowment, and the remainder of the fund and the income from the endowment be made available to the Medical School on the recommendation of the Dean. On the recommendation of the Dean of the Medical School and the Vice-President for Academic Affairs, Section 12.29 of the Bylaws, Simpson Memorial Institute, was amended to read as follows (p. 899): Sec. 12.29. Simpson Memorial Institute. The Simpson Memorial Institute shall be maintained as an institute primarily for the study of blood diseases and neoplastic diseases, the alleviation of the suffering of persons afflicted with these diseases, and the discovery of cures for same, provided, however, that if a cure can be found for these diseases, either by this Institute or by some other agency or person, the work and activities of the Institute shall be continued in perpetuity in the investigation and seeking of cures for such other disease or diseases as shall from time to time be selected by a committee of three members of the faculty of the Medical School to be chosen by the Board of Regents. The Institute shall be a part of the Department of Internal Medicine of the Medical School. It shall be in charge of a Director appointed by the Board of Regents on recommendation of the Dean of the Medical School and the President. The Director of the Institute shall prepare the annual budget for the Institute. (R.P., 1923-26, p. 478, and November, 1962, p. 973) On recommendation of the Vice-President for Research and the Vice-President for Academic Affairs, the following policy defining sick leave for members of the academic research staff was adopted: Sick Leave for Members of the Academic Research Staff. In the event of accident or sickness rendering a member of the academic research staff temporarily incapable of performing his duties, he shall be eligible for sick leave privileges as follows: 1. All members will be eligible for sick leave with full salary up to three weeks in any one year. 2. Any member who has been employed full-time for two years but less than ten years may apply to the Board of Regents for sick leave with full salary during incapacity, but not exceeding one-half year of leave at full salary plus one-half year at half salary. 3. Any member who has been employed full-time for ten years may apply to the Board of Regents for sick leave during incapacity not exceeding one year at full salary plus one year at half salary. 4. In the event of successive periods of incapacity, a total sick leave of not more than the foregoing maxima will be allowed in any five-year period. The first three weeks of any period of incapacity on account of accident or sickness shall not be included in computing the maximum allowable under (2) and (3) above. In each instance of incapacity in excess of three weeks, application shall be made to the Board of Regents, stating the facts and requesting the leave of absence. 5. The term "incapacity" as herein used means temporary total incapability to perform University duties, with the likelihood of restoration to full capacity for service. Cases of partial incapacity and/or chronic recurring incapacity are not included, but each such case shall be subject to special action by the Board of Regents providing for a part-time appointment or making such other adjustment as the circumstances may indicate. The policy described above was prepared by a special committee appointed by the Vice-President for Research to study the question of M. M.
