858 JANUARY MEETING, 1942 other units are authorized to integrate their respective faculties and activities to such extent as may seem to them necessary and desirable. The Department is particularly charged with the duty of co-operation with the School of Education in providing courses and programs desired by that school for the training of physical education teachers, coaches, athletic camp counselors, and recreation leaders. No courses in physical education shall be offered for University credit, nor shall degrees in physical education be granted, except in established schools or colleges as above provided. (The tentative draft creates a separate faculty for the Department. At the present time the faculty in physical education is attached to the School of Education and derives its faculty status from that school. Under the proposed plan, the Department of Physical Education and Athletics would have its own faculty. However, formal instruction whenever given for University credit will be given under the auspices of established schools and colleges. All degrees in physical education will be given upon recommendation of established school and college faculties.) Sec. 28.05. Appointment of Staff Members. Members of the staff of the De. partment shall be appointed as follows: (1) MIembers of the staff shall be appointed in one of the following five positions, i.e., either Director, Supervisor, Associate Supervisor, Assistant Supervisor, or Assistant. (2) Appointees to the several positions shall be employed by the same procedures and authorities and upon the same terms as to tenure, annuities, leaves of absence, and other privileges as those provided respectively for the following positions in the University: Professor, Associate Professor, Assistant Professor, Instructor, and Assistant. (3) Except for those appointees whose major responsibilities are in connection with Intercollegiate Athletics, all appointees shall be nominated by the Administrative Committee of the Department for appointment in accordance with the provisions of the Bylaws for the appointment of members of the staff of the University employed on similar terms. (4) Those appointees whose major responsibilities are in connection with Intercollegiate Athletics shall be nominated by the Director, with the approval of the Board in Control of Intercollegiate Athletics, for appointment in accordance with the provisions of the Bylaws for the appointment of members of the staff of the University employed on similar terms, provided, however, that such appointments shall also be subject to approval by the Administrative Committee so far as the appointees' services relate to teaching or other physical education activities under the Committee's jurisdiction. (5) All other members of the staff shall be employed by the Board in Control of Intercollegiate Athletics upon recommendation by the Director, within the budgets approved by the Board of Regents. (6) The foregoing special provisions for appointment of staff members of the Department shall not preclude any member of the teaching staff from also receiving an academic appointment in a school or college of the University, provided such appointment is recommended and made in accordance with regular University procedures. Sec. 28.06. The Administrative Committee. There shall be an Administrative Committee of the Department which shall consist of the Director of Physical Education and Athletics, the Chairman of the Program of Physical Education for Men, and the Chairman of the Program of Physical Education for Women. The Director shall be chairman of the committee. (1) The Administrative Committee shall, subject to the provisions of Section 28.05, act for the Department in matters relating to budget, promotions, and appointments, and shall, subject to the other provisions of this chapter, exercise such additional powers as are customarily exercised by school and college executive committees. (2) The committee shall investigate and formulate educational and instructional policies for consideration by the faculty of the Department, and it shall be particularly charged with the duty of formulating for consideration by the faculty courses in physical education and the content thereof, which courses shall be developed in co-operation with, and subject to approval by, the schools and colleges in which they are offered for credit. Whenever the committee formulates or modifies a policy or program which involves or affects a program of another unit of the University, the dean or other head of the unit affected, or his representative, shall be a member of the committee.
