January Meeting, 1942 UNIVERSITY OF MICHIGAN, ANN ARBOR, JANUARY 30, 1942 The Board met in the Regents' Room at 2:15 P.M., following an informal discussion session from 10 A.M. to noon. Present, the President, Regent Crowley, Regent Lynch, Regent Shields, Regent Kipke, Regent Cram, Regent Connable, Regent Herbert, and Regent Burhans. (At the informal morning session Regent Cook, who is contesting the election of Regent Burhans (p. 809), was present, but not at the afternoon session.) Absent, the Superintendent of Public Instruction. There were also in attendance at the opening of the session Vice-President Yoakum, Provost Stason, VicePresident Bruce, Dr. F. E. Robbins, Mr. H. G. Watkins, Professor L. M. Gram, Mr. J. C. Christensen, and the Secretary. The usual financial reports were placed on file. The minutes of the meeting of December 19, 1941, were approved as submitted to the members in press proof. Regent Crowley, as chairman of the reconstituted Finance and Property Committee (p. 862), reported the recommendation of that committee that fees for the care and handling of University investments should hereafter be paid out of the current and accumulated earnings of inactive expendable trust funds, instead of out of general funds. It is believed that this is an entirely reasonable and proper procedure. The Board approved the proposal. The Board further approved certain other actions by the Finance and Property Committee with respect to investments which will be reported in due course if and when such investments are made. Professor Gram and Mr. Christensen reported bids received for the construction of the proposed building for the School of Public Health. The bids were in excess of the funds provided for the purpose by the W. K. Kellogg Foundation (pp. 705-707) and the Rockefeller Foundation (p. 485). It was voted that a special meeting of the Regents be held on February 9 at 10 A.M., with the following items specifically for consideration: 1. A retirement plan for nonacademic members of the University staff as discussed with Professor H. C. Carver at the morning session. 2. Construction of a building for the School of Public Health, should the Plant and Property Committee, with Professor Gram and Mr. Christensen, after further discussion with bidders, be able to report a bid which the Regents could accept. 3. The rearrangement of the University calendar in response to wartime emergency. Mr. Christensen and Professor Gram withdrew. Regent Herbert reported for the committee consisting of himself, Regent Cram, and Regent Kipke on matters relating in particular to the terms and conditions of employment of Professor Besekirsky and Professor Pick (p. 807).
