808 DECEMBER MEETING, 1941 In accordance with the recommendation of the Conference of Deans the following resolution was adopted: Resolved, That a student who enters the armed forces of the United States during any session (semester or summer session) and as a consequence withdraws from the University should as a general principle be granted prorated or equitable credit for work completed after such examinations as may be determined upon by the faculty of the school or college in which the student is enrolled, due regard being taken for special circumstances in each case. The Board desired that the action be interpreted as including civilian clerks in the military service, should any cases involving such positions arise. Regent Hemans entered. The section of the Bylaws relating to committees of the Board were revised and made to read as follows (pp. 769, 689-691): Sec. 1.12. Committees of the Board. The standing committees of the Board shall be constituted biennially and may be reconstituted at any time by the Board. The standing committees shall be as follows: (1) Committee on Finance and Property, to consist of three elected members of the Board, (2) Committee on Educational Policies, to consist of three elected members of the Board, (3) Committee on University Relations, to consist of two elected members of the Board, and (4) Emergency Committee, to be constituted as hereinafter provided. Whenever the standing committees are to be reconstituted as to membership, a special Committee on Committees shall be appointed. Special committees of the Board may be constituted and appointed from time to time as the Board may deem desirable. All matters presented to the Board of Regents except matters of routine shall first be submitted to the appropriate committees for investigation and report to the Board. (Chap. I, Sec. 5 (a), B.L., 1923, and R.P., October, 1920, p. 23, revised.) Sec. 1.13. Ex Officio Committee Members. The President shall, ex officio, be chairman of the Comnmittee on Educational Policies and a member of each of the other standing committees of the Board. The Superintendent of Public Instruction shall, ex officio, be a member of the Committee on Educational Policies. Ex officio members of standing committees shall not vote. (Chap. I, Sec. 5 (b), B.L., 1923, revised.) Sec. 1.14. Absence from Committee Meetings. In the event of the absence of a committee member from any committee meeting, the place shall, wherever practicable, be filled by appointment of another Regent by the President. All such appointments shall be duly reported to the Board. (Chap. I, Sec. 5 (c), B.L., 1923, revised.) Sec. 1.15. Finance and Property Committee. The Finance and Property Committee shall be charged with the duty of investigating and reporting to the Board its findings on the financial affairs and the property of the University. It shall also be charged with the duties provided elsewhere in these Bylaws concerning purchase and sale of University property. Information concerning anticipated income and the needs of the several units of the University shall each year be gathered by the President and shall be presented by him to the Finance and Property Committee. From such information the Finance and Property Committee shall report to the Board the total amount of expected income of the University for the next fiscal year, together with the amount of the total budget recommended by it for that period. The Board shall thereupon make allocations tentatively among the several units in accordance with their respective needs, and shall authorize the President to proceed, with the heads of the units, the advice of the Faculty Personnel Committee, and the concurrence of the Committee on Educational Policies, to the preparation of a detailed budget. After consideration by the Finance and Property Committee, the detailed budget shall be presented to the Board. The Finance and Property Committee shall provide an annual audit and report on the accounts of the University. (Chap. I, Sec. 7 (a) and (b), B.L., 1923, revised.)
