OCTOBER MEETING, 1941 769 b) That University students enrolled in the National Music Camp be excused from the incidental fees and privileges of membership in the Michigan Union or the Michigan League, and the University Health Service, but that the Michigan Daily be furnished all such students. Thus it is recommended that the tuition fees for such students be fixed at $30 for residents of the state of Michigan, and $45 for nonresidents, and that the part-time fee for auditors and those seeking only two hours of credit be fixed at $15 and $25, respectively, and that the fees and stipends for applied music be determined in conformity with those established in the School of Music. c) That the National High School Orchestra Camp Association guarantee to the University the total cost for. instruction at the camp in excess of the tuition fees collected by the University, and that if the tuition fees exceed the cost, such excess shall be returned to the Camp Association. d) That the accounting system of the Camp Association be subject to the approval and inspection at any time of the University auditors. c) That recommendations for approval of courses and appointments to the instructional staff at the National Music Camp for the courses to be given under this program proceed in the regular way through the appropriate officers of the University, and that an Advisory Committee on Relations with the National Music Camp be established, composed of Professors E. V. Moore, J. E. Maddy, and G. E. Densmore. f) That the admission and registration of all students enrolled in the University courses at the National Music Camp be administered by the appropriate officers of the University. g) That in accordance with the recommendations of the Executive Committees of the School of Music and the Department of Speech courses be offered in these fields in the Summer Session of 1942 at the National Music Camp. The following sections of Chapter XXV of the Bylaws were rewritten and adopted as they appear below (p. 711): Sec. 25.02. The Director. The University Library shall be in charge of a Director who shall perform the necessary administrative functions, assisted by a General Council. The General Council is especially charged with the duty of formulating the policies of the University Library, of developing the educational values thereof, and of co-operating with the several schools, colleges, and other units within the University. The General Council shall consist of the Director and four additional members, who shall be members of the University Senate and shall be appointed by the Board of Regents on recommendation by the President. Appointed members shall hold office for terms of four years each, so adjusted that one vacancy shall occur each year. They shall not be eligible for reappointment until after the lapse of one year. The Director shall be chairman of the General Council. Sec. 25.03. The Associate Director. There shall be an Associate Director who shall, subject to the Director, be responsible for the technical administration of the University Library. He shall also perform such other duties as shall be, from time to time, assigned to him by the Director. Sec. 25.04. Preparation of the Library Budget. The Director shall prepare the annual budget for the University Library and make recommendations for appointments to the staff. The budget shall include recommendations of expenditures for special collections and special service, made after consultation with appropriate authorities of the University. Current gifts of money, designated for the purchase of books for any unit of the University or for any branch of science or literature, may, after acceptance by the Board of Regents for the purposes indicated, be expended by the Director for such purposes. Sec. 25.13. Libraries Advisory Committee. There shall be an Advisory Committee of Libraries, the purpose of which shall be to serve as a medium for discussion and advice respecting matters of common interest to the several libraries on, the campus. The Advisory Committee shall consist of the Director, the Law Librarian, the Director of the Clements Library, and the Director of the Michigan Historical Collections. The Director of the University Library shall be chairman ex officio. The Advisory Committee may call into consultation other library authorities and faculty members. It shall advise the several librarians as well as the President and the Board of Regents concerning matters within its jurisdiction.
