Proceedings of the Board of Regents (1939-1942)

SEPTEMBER MEETING, 1941 699 August 18, 1941 Present, President Ruthven, Regent Cook, and Regent Shields. On recommendation of Dean Ivan C. Crawford and the Executive Committee of the College of Engineering, the committee approved an increase in the salary of Professor George G. Brown of the Department of Chemical and Metallurgical Engineering from $4,800 to $5,200, beginning with the University year 1941-1942. This action necessitates an appropriation of $400 as an addition to the Salary account of the Department of Chemical and Metallurgical Engineering. Approval of this increase in salary to Professor Brown was recommended at this time to keep him in this University in view of a very attractive offer elsewhere. August 22, 1941 Present, President Ruthven, Regent Cook, and Regent Shields. The committee appropriated and added the sum of $92.66 to the Salary account of the budget of the Simpson Memorial Research Institute for 1941-1942, to provide sufficient funds for the payment of the salary of Dr. Cyrus C. Sturgis for the months of July and August, 1941, on the basis of $4,556 a year, twelvemonth basis. When the budget for 1941-1942 was adopted, only $4,000 was provided in the Salary account of the Simpson Memorial Research Institute for Dr. Sturgis in anticipation of the change in his employment basis from full time to part time, effective September 1, 1941. Because he has been paid from the Simpson Memorial Research Institute budget on the basis of $4,556 and not $4,000 for the previous year, this action was taken to provide for the difference for the two months indicated (p.. 698). Actions of the Operating Committee were approved and ratified as follows (p. 668): July 18, 1941 As the registration in the summer Civilian Pilot Training Course was less than the number anticipated when the budget for the course was laid out, there will be an operating deficit of not more than $175. The committee authorized that this be charged to the accumulated surplus of these courses during the past year, this surplus being $945. It does not seem feasible in view of obligations to the students enrolled to reduce the expenses of this summer course to bring these expenses within the anticipated budget. July 28, 194i The committee approved the transfer of the sum of $91.67 from the Current to the Salaries account of the budget of the Director of Residence Halls, to provide sufficient funds for the salary of the successor to the present secretary to the Director of Residence Halls, who has resigned as of July 31, 1941. July 31, 1941 On recommendation by Professor H. 0. Crisler, the committee approved the appointment of Jesselene Janice Thomas, A.M., as Instructor in the Department of Physical Education for Women for the University year 1941-1942, with compensation at the rate of $2,200 for the University year. To allow payment of the total salary from the proper budget, the sum of $200 was transferred from the Current account to the Salary account of the Department of Physical Education for Women, with the understanding that the Current account will be reimbursed by the sum of $200 from the funds of the Board in Control of Physical Education. The following contracts, supplemental contracts, and purchase orders, Department of Engineering Research, were placed on file (p. 648): Contracts With Charles Bruning Company, Inc., New York City, for development of lightsensitive coating; at an estimated cost of $9,000 With the Bethlehem Steel Company, Bethlehem, Pennsylvania, for research in the field of machinability of ferrous metals, with patent trust agreement; at an estimated cost of $3,600. This is known as "Machinability Agreement No. 3" (R.P. 1936-1939, p. 683)
