MAY M3EETING, 1941 613 That the following characteristics and conditions be given consideration in recommending and selecting nominees for Michigan Public Junior College Scholars: a) Need, and ability to supplement in full the financial requirements of the first year at the University; b) Definite interest in upper division college work; c) Scholastic ability and demonstrated achievement; d) Physical vigor and vitality; e) Moral character and good citizenship. The Board established twenty tuition scholarships at $30 each in the University High School for pupils who have received their elementary-school training in rural schools. These scholarships are to be awarded by a committee appointed by the Dean of the School of Education, and the committee is to take account of school citizenship, scholarship, and individual need. The Board directed that sixteen student loans, to a total of $2,691, be charged to the Reserve for Uncollectible Student Loans (p. 312). Reason was stated for the action recommended in each case, six of the sixteen being due to death, three to chronic illness, and three to formal bankruptcy. The Regents adopted the following resolution prepared and recommended by the Deans' Conference (p. 503): Resolved, That it be the policy of the University of Michigan with regard to: (1) A member of the staff on indeterminate tenure who enters the Federal Service in the present emergency that such member shall apply for a leave of absence in accordance with the provisions of the Bylaws of the Board of Regents. (2) A member of the faculty or other employee not on indeterminate tenure who is called into the service of the Federal Government during the present emergency shall be deemed to be on leave of absence without salary for a period not longer than the end of the present term of appointment. Upon release from Government service the University will if possible re-employ such person at the beginning of a semester or academic year as may be practicable and in a position as nearly comparable as possible with the former position. Whatever tentative understanding may be reached by a departmental chairman with a member of the staff should be put in writing with copies filed with the appropriate University officers. Chairmen of departments are advised to weigh carefully the necessity of filling positions made vacant by the national emergency and to attempt to make provision for the return of members of the staff. The following elections were made to the Boards indicated: Betsy Barbour House: Mrs. Charles B. Vibbert, Ann Arbor, to succeed herself for the period from July 1, 1941 to June 30, 1944 (p. 299) Adelia Cheever House (p. 441 and R.P. 1936-1939, p. 517): Mrs. Halstead H. Seeley, Ann Arbor, to succeed herself for the period from October 1, 1941 to September 30, 1944 Mrs. Ira Smith, Ann Arbor, to succeed Mrs. Clarence D. Thorpe, term expired, for the period from October 1, 1941 to September 30, 1944 Helen Newberry Residence: Mrs. Arthur Bromage, Ann Arbor, to succeed herself for the period from July 1, 1941 to June 30, 1944 (p. 299 and R.P. 1932-1936, p. 851) The Secretary reported that an inventory and appraisal made by Mr. Ernst Schaeberle of the property turned over to the University by the University Musical Society (p. 313) showed a total present-day depreciated value of $51,979.19 as compared with the estimate of $20,000 in the original record.
