486 DECEMBER M1EETING, 1940 WHEREAS, The officers of the Foundation recommend that the School of Public Health at the University of M\iichigan be developed at an earlier date than originally planned due to recent developments in the national and international field; and WHEREAS, The officers recommend that the participation of The Rockefeller Foundation and W. K. Kellogg Foundation be placed on a different basis than that adopted at the Board meeting held on February 19, 1940; and WHEREAS, The W. K. Kellogg Foundation recognizes that a strong public health school at the University of Michigan is an essential part of the graduate and postgraduate training facilities now being developed in the Michigan Community Health Project; Now, therefore, be it Resolved, That the Board of Trustees of the W. K. Kellogg Foundation authorize the officers to negotiate and prepare an agreement to be presented for the consideration of the Board at its next meeting, to be entered into between the University of Michigan, The Rockefeller Foundation, and the W. K. Kellogg Foundation for the development of a program for, and the staff of, a postgraduate and graduate school of public health at the University of Michigan and the construction and equipment of a building for such: a school. WHEREAS, The University of Michigan has expressed the desire to broaden the scope of its activities in the teaching of public health and preventive medicine, and to strengthen its facilities for so doing; and WHEREAS, The University of Michigan, in August, 1939, established a School of Public Health on a parity with the other schools in the University, and in the operation thereof expects to place particular emphasis upon public health administration, medical epidemiology, biometrics, public health engineering, and public health nursing under the direction of a new Dean and a strengthened faculty; and WHEREAS, An excellent opportunity exists for integrating into the program of the School of Public Health of the University of Michigan practical field demonstration and experience in the fields of public health, medicine, dentistry, nursing, engineering, and education by co-operation with the Michigan Community Health Project of the W. K. Kellogg Foundation and with other public health agencies; and WHEREAS, The School of Public Health of the University of Michigan if so operated will be a regional training center for providing suitably trained and experienced public health personnel; and WHEREAS, The University offers the opportunity for making the teaching of public health an integral portion of a broad State responsibility; and WHEREAS, The President of the University has invited a contribution of $500,000 from The Rockefeller Foundation to be paid to the Board of Regents of the University of Michigan, $250,000 to be contributed for the purpose of paying a portion of the cost of obtaining a site and constructing and equipping a suitable building thereon for the School of Public Health, and the remaining $250,000 to be contributed at the rate of $25,000 per year, for ten years, towards paying the costs of providing new teaching personnel and teaching facilities for said School; Now, therefore, be it Resolved, That the W. K. Kellogg Foundation grant to the Board of Regents of the University of Michigan the sum of $500,000 upon the following terms and conditions: (a) $250,000 of said total sum shall be expended towards paying the cost of obtaining a site and constructing and equipping a suitable building for the use of said School of Public Health, and the remaining $250,000 of said total sum shall be paid in installments of $25,000 a year for ten years to be contributed towards paying the costs of providing new teaching personnel and teaching facilities for said School of Public Health. (b) The contributions of the W. K. Kellogg Foundation to be made pursuant to Clause (a) above shall be matched dollar for dollar by similar contributions to be paid by The Rockefeller Foundation to the Board of Regents of the University of Michigan for the same purposes. (c) Other outstanding commitments of the W. K. Kellogg Foundation for a School of Public Health of the University of Michigan are to be canceled and released. (d) The above-mentioned sums of money so granted by the Foundation shall be paid by the W. K. Kellogg Foundation from time to time according to the terms of an agreement to be entered into between the Board of Regents of the University of Michigan and the W. K.
