Proceedings of the Board of Regents (1936-1939)

Special August Meeting, 1938 LANSING, MICHIGAN, AUGUST 22, 1938 On call by President Ruthven the Board met in special session in Regent Edmund C. Shields's office in Lansing at 12:05 P.M. Present, President Ruthven, Regent Beal, Regent Crowley, Regent Shields, Regent Lynch, Regent Hemans, Regent Cook, and Regent Stone. Absent, Regent Cram and Superintendent of Public Instruction Elliott. There were also in attendance Dr. F. E. Robbins, Provost E. Blythe Stason, and the Assistant Secretary. The President presented the proposal of the Kellogg Foundation of Battle Creek offering to give 55 per cent of the cost of an addition to the School of Dentistry building, provided that the Public Works Administration provide 45 per cent of a total of $400,000. The Board voted unanimously to forward the request at once to the Chicago office of the Federal Emergency Administration of Public Works. The application resolution read as follows: APPLICATION RESOLUTION A resolution authorizing the Assistant Secretary to file an application to the United States of America through the Federal Emergency Administration of Public Works for a grant to aid in financing the construction of Children's Dentistry, Graduate and Postgraduate School and designating the Assistant Secretary to furnish such information as the Government may request Be it Resolved, By The Regents of the University of Michigan: Section 1. That the Assistant Secretary be and he is authorized to execute and file an application on behalf of the University of Michigan to the United States of America for a grant to aid in financing the construction of Children's Dentistry, Graduate and Postgraduate School Section 2. That Herbert G. Watkins, Assistant Secretary, be and is hereby authorized and directed to furnish such information as the United States of America through the Federal Emergency Administration of Public Works may reasonably request in connection with the application which is herein authorized to be filed. It was further voted that, on recommendation by the Kellogg Foundation, Lewis J. Sarvis of Battle Creek be commissioned to act as architect for this proposed addition. The Board adjourned for luncheon at 12:30 P.M. The Board convened at 1:30 P.M., Professor Lewis M. Gram and Mr. Earl H. Cress also sitting with the Regents. The President read a telegraphic offer dated August 22, 1.938, identical with the formal written offer yet to be received, as follows (p. 599): Regent Edmund C. Shields, 1400 Olds Tower, Lansing, Michigan. The following is a verbatim copy of the Government's offer:
