626 JULY MEETING, 1938 The Regents formally designated the expedition being carried on during the present summer by Associate Professor Dow V. Baxter for the collection of forest fungi on Kodiak Island and the nearby mainland as "The University of Michigan Expedition of 1938 for Collecting Forest Fungi on Kodiak Island and Near Mainland." Various communications were received through different channels and from different senders with respect to matters involving the Ann Arbor Press (p. 596). The Board directed that the Ann Arbor Press and employees of the Ann Arbor Press be advised that they may appear, by committees, before the Board of Regents at the next regular meeting of the Regents, if either the management or the employees desire to do so. Regent Shields and Regent Lynch voted no. The Regents gave approval to the following plan of co-operation in graduate instruction between the University of Michigan and the State Teachers Colleges of Michigan (p. 497): PROPOSED PLAN OF CO-OPERATION IN GRADUATE INSTRUCTION BETWEEN THE UNIVERSITY OF MICHIGAN AND THE STATE TEACHERS COLLEGES OF MIICHIGAN In view of the enlarging demand for advanced study beyond the baccalaureate degree on the part of an increasing number of teachers and school officials the four Teachers Colleges of Michigan feel the necessity of developing some program of graduate work. In the interests of economy in the State program of higher education, as well as to avoid unwise- duplication of effort in graduate work, and to present instruction of highest quality, it would seem desirable to plan to meet this growing demand for graduate work through the development of a co-operative plan between the University of Michigan and the Teachers Colleges. With these purposes in view the following proposals are submitted as a possible co-operative plan: I. Organization and Administration 1. It is proposed that the Graduate School of the University, with the consent of the Board of Regents, adopt a policy providing that any, or all, of the four Teachers Colleges, with the approval of the State Board of Education, may establish a graduate division to be organized and administered in co-operation with the University of Michigan in accordance with plans outlined in the succeeding paragraphs. This graduate division shall be known as the Graduate Division of...................................................... in C o-operation with the University of Michigan. 2. To facilitate the organization of the graduate division of a Teachers College the University shall appoint an official of the Graduate School who will have the responsibility of advising the Teachers College regarding co-operative programs of graduate work. In order that this adviser may function effectively, it is proposed that each Teachers College in which a graduate division is organized provide for a graduate council consisting of from five to nine members, with the President an ex-officio member. In so far as possible these members should be selected from the staff members of the upper academic ranks who possess the Ph.D. degree or its equivalent. It is proposed that the chairman of this graduate council shall serve as director of graduate study of the Teachers College. It is further recommended that the graduate council, with the advice of the University adviser, shall be responsible for planning such inquiries as may reveal the fields in which there is a demand for graduate work in the area served by a Teachers College. The council, with the aid of the University adviser, shall also be responsible for enforcing the same standards and requirements for graduate work as are enforced for students enrolled in the University. 3. It is proposed that all graduate courses offered in a graduate division be organized on the semester rather than the term basis, in order to facilitate the transfer of credit, to avoid misunderstandings about fees, and to simplify the problem of co-operation of University staff members in course offerings. II. Faculty, Courses, and Equipment 1. The courses offered in a graduate division in a Teachers College shall be given by staff members of the University of Michigan who have been approved as graduate instructors and by such staff members of the Teachers College as
