Proceedings of the Board of Regents (1936-1939)

July Meeting, 1937 FRANKFORT, MICHIGAN, JULY 23, 1937 The Board met at 8:40 P.M. at the summer residence of President Ruthven. Present, the President, Regent Murfin, Regent Beal, Regent Smith, Regent Crowley, Regent Stone, Regent Hemans, Regent Cram, and Superintendent Elliott. Absent, Regent Cook. There were also in attendance Vice-President Bruce, Mr. H. G. Watkins, and the Secretary. The minutes of the meetings of June 18 and July 3 were approved as submitted to the members in press proof. The salary of Fielding H. Yost as Professor of the Theory and Practice of Athletics and Director of Intercollegiate Athletics was increased by $1,000 a year, effective July 1, 1937. The Board approved a charge-off of twenty-two items of stocks, bonds, notes, and warrants which have been part of various gifts or bequests and which have not seemed desirable to carry longer on the books as active investments. However, each of these items in which there is any possible hope of financial value will have periodic checkups to make sure that if value eventually appears, the University will realize upon it. Thirteen of the twenty-two items had been originally placed on the books at one dollar each, and of the remainder the three largest items were: (1) 124 shares of Canal Bank and Trust Company (New Orleans) common stock, $13,596.25 in the Donovan Scholarship fund; (2) 64 shares of White Star Line common stock, $2,416 in the James B. Angell fund; and (3) 20 shares of White Star Line common stock, $755 in the E. C. Hinsdale Scholarship fund. A request was received from the Dean of the Medical School for an appropriation of $10,000 for reduction of expenses to the patients in the Obstetrical Clinic, thus presumably increasing the number of patients available for teaching purposes. A motion was made and seconded to grant this request. A substitute motion was made to refer the request for sympathetic consideration to a committee to consist of the President, Vice-President Bruce, Dean Furstenberg, and Dr. H. A. Haynes, Director of the University Hospital. The substitute motion carried, all voting aye with the exception of Regent Hemans and Regent Murfin, who both voted no. The Board voted that the construction of an obstetrical unit at the Hospital be given consideration as part of the building program. The Board declined to authorize signature to any agreement providing for collective bargaining between any division of the University or the University as a whole on the one hand, and any group of employees on the other. The Board declined approval of the proposed combined curriculum in the Western State Teachers College of Kalamazoo and the Medical School of the University. This disapproval was on the grounds of the present excess number of applicants for admission to the Medical
