Proceedings of the Board of Regents (1936-1939)

SECOND MARCH MEETING, 1939 883 The conditions under which this action was taken are as follows: In settling a Hospital bill somewhat over two years ago Dr. Haynes accepted a mortgage to The Regents of the University of Michigan on an undivided one third interest in a house and lot in the outskirts of Traverse City. The mortgagors, husband and wife, have died and The Regents have a Sheriff's deed to an undivided one-third interest in the property. The holders of the two-thirds interest in the property, brothers of the deceased husband, now offer $200 cash for a quit-claim deed from The Regents for The Regents' one-third interest. Dr. Haynes is advised by Mr. Fred H. Pratt, Judge of Probate of Grand Traverse County, to accept this offer. Through long acquaintance with Judge Pratt Dr. Haynes believes him to be a competent judge of property in that vicinity and honest and dependable. The offer of $200 is said by Judge Pratt to be the last word. The place is old, dilapidated, with no modern improvements, and in a poor part of the city. The Hospital bill originally was $519.89 and in Dr. Haynes's opinion the sum of $200 represents a salvage considerably better than he hoped for. February 28, 1939 Present, President Ruthven, Regent Beal, and Regent Shields. The committee granted lea've of absence on account of illness, with full salary, for the period from February 27 to March 30, 1939, to Dr. James D. Bruce. March 15, 1939 Present, President Ruthven, Regent Beal, and Regent Shields. On recommendation by Professor Ermine C. Case, Chairman of the Department of Geology, and with the approval of Dean Kraus, leave of absence, with full salary, for a period of approximately six weeks, beginning March 9, 1939, was granted to Mary Calwell, Custodian and Secretary in the Department of Geology, to permit her to recover from an impending operation. March 16, 1939 Present, President Ruthven, Regent Beal, and Regent Shields. On recommendation of the Committee on the Henry Russel Award, the committee confirmed the selection of Assistant Professor Norman R. F. Maier, of the Department of Psychology, as the recipient of the Henry Russel Award for the year 1938-1939, with stipend of $200 payable from the income of the Henry Russel Endowment (pp. 806 and 518). Actions of the Operating Committee were approved as follows (p. 846): February 27, 1939 At the request of Dean Henry C. Anderson, the committee approved the transfer of $350 from Engineering Administration, Salaries and Wages, to the Salary account of the Department of Aeronautical Engineering, to provide sufficient salary for an additional teaching assistant for the second semester of the present University year. March 3, 1939 On recommendation by Dean Russell W. Bunting and Associate Librarian Samuel W. McAllister, Hilda Rankin was appointed Dentistry Librarian, with compensation at the rate of $2,200 a year, twelve-month basis, beginning March 15, 1939, vice Marjorie C. Lewis, who resigned March 14, 1939. It is understood that for the period from March 15 to June 30, 1939, Miss Rankin's salary will be paid at the rate of $2,000 a year from the budget of the General Library and at the rate of $200 from the Kellogg Dental Postgraduate fund. The reason for changing this position from one at $1,700 a year to one at $2,200 a year lies in the increasing importance of the Librarian's work due to the development of the work in postgraduate dentistry and to the work in children's dentistry. Because the appointment of Miss Rankin represents an increase of $500 a year in the position and because the amount in the Library budget provides salary on the basis of $1,500 only and on the basis of $200 from the Kellogg fund, the committee approved the transfer of $147.85 from the Salary budget of the School of Dentistry to the Salary budget of the General Library, to provide the necessary funds for the salary of Miss Rankin to June 30, 1939. March 7, 1939 At the request of Professor Alfred H. White, and with the approval of the Executive Committee of the College of Engineering, the sum of $300, as yet
