Second March Meeting, 1939 UNIVERSITY OF MIICHIGAN, ANN ARBOR, MARCH 31, 1939 The Board met in the Regents' Room at 3:35 P.iM. Present. the President, Regent Beal, Regent Lynch, Regent Cook, Regent Shields. Regent Cram, and Regent Stone. Absent, Regent Crowley, Regent Hemans, and Superintendent Elliott. There were also in attendance Vice-President Yoakum, Dr. F. E. Robbins. Mr. H. G. Watkins, Provost Stason, Professor L. M. Gram. Mr. Lewis J. Sarvis. architect, and the Secretary. Professor Gram presented orally a problem involved in bids on the proposed University Health Service building, after which presentation the following resolution was adopted (p. 874): Docket No. Mich. 1691-F The following resolution was duly adopted by The Regents of the University of Michigan at a regular meeting at which a quorum was present, held in the office of The Regents in Ann Arbor, Michigan, on the 31st day of March, 1939, at 3:30 P.Mr., E.S.T. 1. WHEREAs: The United States of America, through the Federal Emergency Administration of Public Works, in compliance with a request from The Regents of the University of Michigan, offered to assist by means of a grant not to exceed $213,750 in the construction of a Medical Building including necessary equipment (herein called the "Project'), known as Docket No. Mich. 1691-F, and 2. XWHEREAS: The Regents of the University of Michigan, by proper resolution, accepted said offer made by the United States of America, and 3. WnIIEREAS: The Regents of the University of Michigan incorrectly estimated the funds required to finance the construction of the above Medical (Health Service) Building (due, in part, to the unforeseen ground conditions'which necessitated concrete piling), inasmuch as the estimated cost, based on actual bids received and contracts awarded, exceeds the estimate on which the allotment was based by $42,400, and 4. WHEREAS: The Regents of the University of Michigan feel that it would greatly impair the usefulness of the building if sufficient items were omitted from the building to bring its cost within the funds available, Now, therefore, be it Resolved: That The Regents of the University of Michigan authorize its President or Secretary to request the United States of America, through the Federal Emergency Administration of Public Works, for an additional grant of $19,080 (45% of this additional cost), so that the building can be constructed to serve its full usefulness. Be it further Resolved: That The Regents of the University of Michigan authorize the transfer of sufficient funds to pay its 55% of the additional cost. The following "Resolution Awarding Contract' was adopted (p. 873): Docket No. Mich. 1559-F WHEREAS, The Regents of the University of Michigan in the County of Washtenaw and the State of Michigan pursuant to an advertisement for bids on the furnishing and installing of Kitchen Equipment for the Men's Dormitory (Union Group) and Medical Students Dormitory, herebefore published on the 4th and 11th days of MIarch, 1939, did on the 14th day of March, 1939, at 2:00 o'clock P.M., at its office in the City of Ann Arbor, Michigan, receive bids for the furnishing and installing of Kitchen Equipment for the Men's Dormitory (Union Group) and Medical Students Dormitory, which said bids were taken under advisement by The Regents of the University of Michigan: and VWHEREAS, The base bid of the Stearnes Company for furnishing and installing
