APRIL MEETING, 1917 749 PRESIDENT HARRY B. HUTCHINS, UNIVERSITY OF A/MICHI-GAN. DEAR SIR:In compliance with your request, I am writing to express in a letter my ideas in regard to the use of the Jane Turner Loan Fund. With no desire to dictate to those dispensing the Fund, I would like to suggest that the greatest consideration be given to those borrowing, if they find themselves unable to repay when their loans are due. After proper investigation, it may even seem best in extreme cases to release them from paying interest thereon. The 'enclosed check for $500 I would like added to the three thousand dollars, recently given, which will form a principal of $3,500. The interest of this alone will be used for loans. Later I intend sending $200 to add to the sum of $I300 which was given in small sums during the past three years, and already loaned. The total of this $I5OO may be used as needed, and not kept as principal. Hoping I have expressed myself clearly, and thanking you for giving me this opportunity for stating my preferences, and also assuring you of my entire confidence in your and Mrs. Jordan's judgment in all these matters, I am Cordially yours, Detroit, Mich., April 2, I917 MARY E. TURNER On motion of Regent Leland, the Board expressed its thanks to Miss Turner for the additional gift, and approved the suggestions made with regard to loans which might be made from the Jane Turner Memorial Loan Fund. The President filed the following form of application, signed by him as submitted by the War Department, and addressed to the Adjutant General of the United States Army, for the establishment of a unit or units of the Reserve Officers' Training Corps:I. By direction of the governing authorities of the University of Michigan, I hereby submit application for the establishment of one or more units of the Reserve Officers' Training Corps at this Institution. 2. Should this application be accepted by the President, the authorities of this University hereby agree to establish and maintain a two-years' elective course of military training' as a minimum for its physically fit male students, which course when entered upon by any student shall, as regards.
