Proceedings of the Board of Regents (1914-1917)

FEBRUARY MEETING, 1917 687 SUGGESTIONS. A. It would be well if the Detroit College of Medicine and Surgery would appoint from its board of trustees a committee of three members to confer with a like committee appointed from the Regents of the University of Michigan Medical School. Possibly the Harper Hospital should have a representative on the joint committee. As to whether the faculties of the two schools should be represented is an open question. They should, of course, be consulted on the strictly technical aspects of the problems. The committees should be composed of those who are not only interested in having the merger brought about but are also especially capable of dealing with the peculiar difficulties of the situation. It appears that you are perhaps in the best position to engineer this matter for the University of Michigan and Dr. Jennings for the Detroit College of Medicine and Surgery. It might be well for the committee to be appointed with power to agree on a joint plan for the merger, which should later be submitted to the trustees of the Detroit College of Medicine and Surgery and the Regents of the University of Michigan for their acceptance. B. It was apparent that all in attendance at the Detroit meeting were agreed that such a merger is desirable, and that there should be created at Ann Arbor and Detroit one large center of medical education, under the control of the University of Michigan. It is not necessary, therefore, to advance arguments on the point. C. It will also probably be conceded that a state institution should, in view of present tendencies, plan to include in such a teaching center not only I. Undergraduate Medical Teaching, but also 2. Practitioners' courses (ordinarily called post graduate courses), and 3. A Graduate Medical School, properly so called, as a graduate department of the University. D. It is common sense to utilize existing plants and resources as far as possible, and to avoid needless duplication. The aim should be to secure the best results, irrespective of the desires of individual persons or institutions. All must cooperate in an unselfish and unprejudiced spirit, if satisfactory results are to be obtained. At the risk of seeming dogmatic, the following conclusions are stated briefly, with a few supporting arguments:
