JANUARY MllEETING, 1916 355 The Secretary presented letters from Mr. Charles B. Warren and MIr. Henry M. Campbell, formally expressing their acceptance of membership on the Advisory Finance Committee of the Michigan Union (see page 320). A request was received from Professor W\illiam H. Hobbs, as Chairman of the Ann Arbor Branch of the National Security League, asking permission for the use of the Hill Auditorium for addresses on the subject of nationai preparedness by lMr. Henry A. Wise Wiood and Mr. Darwin P. Kingsley and Rear Admiral Robert E. Peary. On motion of Regent Bulkley, the Board acted upon this petition by the adoption of the following resolution:Resolved, That the request for the use of Hill Auditorium for addresses upon the general subject of adequate and scientific national defense be granted on the express condition that speakers upon the subject preserve an attitude of strict neutrality in regard to the present European situation and avoid all references that imply an intent on the part of any particular nation or nations to attack the United States. The question was raised by Dean Hinsdale whether charges should be made for the filling out of the physician's certificate in proofs of loss required by life insurance companies in the case of policy-holders dying in the Hospital. On motion of Regent Leland, the Board directed that certificates of this sort should be furnished without any ch-rrge. The request was presented from the students' Junior Hop Committee for the use of both Gymnasiums for the Junior Hop on February II, without charge. On motion of Regent Hubbard, the Board granted the use of the Gymnasiums at a charge equal to the cost for janitor service, heat and light (as these may be estimated), and the other actual expense to the University. On motion of Regent Leland, following the recommendation of Professor Stanley, Horace L. Davis was appointed to the Babcock Musical Fellowship for the year I915-I9I6, with a stipend of $5oo. On motion of Regent Beal, the following were reappointed as members of the Psychopathic Hospital Board
