[1]   ALS, DNA WR RG 107, Presidential Telegrams, I, 377. Walter B. Scates telegraphed from Cincinnati, Ohio, on March 25: ``Most respectfully declined reason by letter'' (DLC-RTL). Scates' letter of March 25, 1865, was referred to James Speed by John Hay on April 11 (DNA RG 60, Papers of Attorney General, Appointments, New Mexico, Box 660). Scates had been chief justice of the Illinois Supreme Court (1853-1857).
