With the approval in writing of the Department commanders whose lines are to be crossed, and not without, Charles H Ray, of Illinois, is authorized to take beyond said lines such articles, not contraband, nor capable of aiding or sustaining the army or forces of the enemy, as he may choose; and to bring products in return, subject to Treasury regulations and not otherwise; and to move both ways, while acting only in strict accordance with this permission, without seizure or molestation.
