Annotation

[1]   AES, DLC-RTL. Lincoln's endorsement is written on a letter from William Lilley, March 20, 1863, reviewing his inability to get action on Lincoln's ``order'' to Stanton of August 9, 1862, supra. Lilley's letter complains that ``For a period of seven months therefore he [Stanton] has kept me idle, on hotel expenses, awaiting his action on your written order, giving me from time to time, such answers as would seem to preclude my right to leave the city.''
