[1]   AES, NHi. Lincoln's endorsement is written on a letter from Seward, September 20, 1862, enclosing two letters from Governor Stephen S. Harding of Utah and suggesting the advisability of sending ``some of the paroled troops to that Territory.'' An endorsement by Assistant Secretary of War Peter H. Watson, September 22, referred the papers to Halleck, but no further action is of record.
