If the Secretary of War shall write his name below this, Gen. Dix, commanding at Fort-Monroe, is authorized, in his discretion, to allow Gov. Rencher & family to go to North-Carolina.

[1]   ADS, ORB. Below Lincoln's note Stanton endorsed, ``I gave Governor Rencher a pass to go to Fortress Monroe that he might get a pass from General Burnside or Governor Stanley [sic] who I supposed to be the best persons to quote in respect to Gov Renchers return to North Carolina The Department has no objection to it being given by Gen Dix if the President thinks proper.'' Abraham Rencher, governor of New Mexico Territory 1857-1861, was a lawyer of Pittsboro, North Carolina.
