[1] Thirty-seventh Congress, Second Session, Senate Executive Document No. 57. In response to Lincoln's suggestion, congress passed the act approved July 11, providing for the appointment of one judge and one arbitrator to reside at New York, one each at Sierra Leone, and one each at the Cape of Good Hope, to carry into effect the terms of the treaty.
