I transmit herewith a report from the Secretary of State in reply to the resolution of the House of the 4th. instant, relative to the intervention of certain European Powers in the affairs of Mexico.

Seward's report deemed it ``. . . inexpedient, at this juncture, to make public the papers referred to.'' The resolution called for copies of communications from the governments of England, Spain, and France, in regard to armed intervention in Mexico.
