Gov. Hicks, on the 11th. of April 1861, advises that Maryland appointments be delayed 8 or 10 days. He also recommends that, as to such appointments, I take the advice of H. W. Davis, Thomas Swann, J. Bond Chaplin, and W. H. Purnell.2Jump to section
