Rule --- No Bill shall be committed or amended on the question of its passage, except by the consent of two thirds of all the members present
Rule --- When any petition remonst[r]ance or claim is presented by a member and such member may not desire its reading, he may make the motion to dispense with its reading and ask its refer[e]nce at the time of presentation---and the chair may consider the motion as agreed to, unless some member should object and so state to the House

Although the original documents are not in Lincoln's handwriting, he moved their adoption on January 5, and considering his rule proposed the day before (vide supra) and the similar rule proposed on December 11, 1834 (vide supra), it seems likely that Lincoln may have composed the later statements as well as moved their adoption.
