BVt when as (at the length) hee also either did convert to his sin∣gular gaine, that Authority which was given unto him for the com∣mon benefit of others, or else dealt not a like measure unto all; but a∣bandoning Iustice, made Lust his Iudge, and Might his Minister; then forthwith alteration of the former

estate followed, and then were lawes and rules of Iustice devised, within the which (as within certaine Li∣mits) the power of Governors should from henceforth be bounded, and which should have but one tongue and voyce, wherewith to speake to all sorts of Suiters.
