SEPTEMBER MEETING, 1970 649 AND WHEREAS, the Regents have examined the programs for which support will be requested and find them consistent with the mission of the University and with the policy of maintaining excellence in staff and program; AND WHEREAS, the Regents recognize that substantial reductions in the request have already been made from the levels originally proposed by operating units; AND WHEREAS, the Board of Regents recognizes that the request for support of the various programs does not constitute any commitment by it for final resource allocation to any of the programs; Now, Therefore, Be It Resolved That the Regents authorize the final preparation and submission of requests to the Bureau of the Budget and the state legislature for these operations: 1. General Fund Budget-Ann Arbor 2. General Fund Budget-Flint 3. General Fund Budget-Dearborn 4. Operating Budget-Psychiatry Division 5. Operating Budget-Institute of Gerontology 6. Operating Budget-MERIT, Inc. 7. Capital Outlay Budget In discussing the budget recommendations Vice-President Smith noted that the legislature had requested that universities consider establishing a uniform fee per credit hour. The budget will be submitted, therefore, showing two alternatives, one which maintains the present fee structure, the other applying the uniform fee structure. Regent Smith pointed out that this action on the 1971-72 budget request was the result of very lengthy and detailed discussion. "It is not taken lightly and has been reviewed very thoroughly in the executive sessions of the Regents," he said. The Regents approved the purchase of the property at 109 Property Purchase East Madison Street. The Regents approved the recommendation of Vice-President Property Sale Pierpont that a cash offer for the property at 1433 Woodward Avenue, Detroit, be accepted. Mr. Pierpont, in presenting the annual audit of University Audit records suggested that the Regents might want to defer this item so that any pertinent questions and comments might be discussed after the Regents had had an opportunity to read all of the commentary provided by the auditors. It was agreed that this item would be deferred to the October meeting. The Regents appointed the firm of Touche, Ross & Company Auditors for to conduct the audit of University records and accounts for 1970-71 1970-71 (p. 195).
