410 APRIL MEETING, 1970 J. Sanctions may be appealed to the Regents on the record by filing a notice of appeal in the Office of the President within five days of service of the hearing officer's report. The Regents' decision on the appeal shall be served on the appellant in person or by registered mail, and shall be final. K. Pending completion of the hearing and imposition of sanctions, the status within the University of the person charged shall not be altered unless his continued presence on campus shall be found by the President or his delegated representative to constitute a serious threat to the University community or to the property of the University. Such findings shall be preceded by an appropriate hearing unless extraordinary circumstances preclude a hearing. In any such case, the President or his delegated representative is authorized to suspend the person charged, the suspension to remain in effect pending completion of the hearing and final determination of the case. IV. APPLICABILITY These rules and procedures, are applicable to all students in the University for offenses occurring hereafter, and supersede any provisions of the by-laws rules and regulations inconsistent therewith. They shall remain in effect until superseded by other rules and procedures established by the Board of Regents. Regent Cudlip stated that he agreed with Regent Huebner. It was essential, he felt, that the University have a fair system of judicial procedure. He himself had reviewed the rules and procedures of many other schools during the past several months; the document which the Regents had before them was similar to the patterns which were followed in other schools and colleges. He called attention to the fact that the President had issued in the last several days other regulations. These interim rules and procedures now before the Board were prospective in nature. Also, matters which pertained intimately to each of the schools and colleges were still in the hands of those schools and colleges. These interim rules and procedures, he said, were clearly intended to deal with offenses against the community. Regent Goebel commented that there never had been a lack of desire on the part of the Board or the administrative officers to maintain order on this campus. He personally was very much in favor of the document before them, and he was hopeful that it would do the job that needed to be done to maintain law and order on the campus. He now wanted it to be made clear that he wished these rules and procedures to be implemented immediately, so that if there were problems, immediate charges and procedures could be followed. Regent Lindemer indicated that he too was in favor of the statement; it was late in coming; the Regents did it; and he hoped that it would be received in the spirit in which it was
