I have been hoping for a number of years that Michigan would resume her place in the Conference and sincerely hope that now no obstacle may appear in the way of her doing so. MORAN, President Intercollegiate Conference Lafayette, Ind., April 12, 1917 To the Honorable Board of Regents:Your attention is invited to the following, for consideration if possible at your meeting called for February 23, 1917. In the last annual report of the Board in Control of Athletics, it was pointed out that there have been a great many varying things suggested as being the matter with Michigan's athletics, and that in the opinion of this Board perhaps the chief trouble was the nature of the competition open to our athletic teams. It was stated at the close of that annual report that this Board had under consideration this matter, and that it might very well be the basis of a later supplementary report. There probably has been no difference of opinion among Michigan men generally that our chief competition should be with the universities of the Middle West. In order, however, to secure that competition it has been fully realized that it would be necessary for Michigan to resume her membership in the Western Intercollegiate Conference, and' it is with reference to this matter that there have been and still are some differences of opinion. This Board has given very full and careful consideration to this matter. At the meeting of the Board in Control of Athletics held December IO, I916, a resolution was adopted authorizing the Chairman of the Board to make informal investigations with a view to enabling this Board to determine whether a resumption by Michigan of her membership in! the Conference would be feasible and desirable. At the meeting of the Board held January 20, I917, the Chairman: reported in part as' follows:"Pursuant to the resolution passed by this Board December Io, I916, authorizing the Chairman at his discretion to investigate athletic conditions at other universities, I beg to report that since that time I have visited the following,
