30 THE MUNICIPAL CODE. Markets, stables, (e) To provide for the erection of markets, public stables, pubetc. lic bathing establishments, wharves, and municipal cemeteries and Ferries. for the establishment of ferries; and to fix reasonable fees for the use of the same. Special and pro- (f) To provide, subject to the restrictions of section sixteen of fessional institutions. Act Numbered Seventy-four, for the establishment and maintenance of special and professional institutions of learning, other than primary schools, without intervention by the General Superintendent of Education or any division superintendent, and to -no p u b i c charge and collect matriculation fees: Provided, That such institutions of learning receive no aid from provincial or Insular funds. Waterworks. (g) To construct and maintain waterworks for the purpose of supplying the inhabitants of the town with water, and control the use of said water and of water courses within the town. Names of streets, (h) To name streets, avenues, and other public places, or etc. change the names thereof. Dogs. (i) To license, tax, regulate, or prohibit the keeping of dogs and authorize the killing of the same when at large contrary to ordinance. Cockfighting, (j) To regulate and permit or prohibit cockfighting and the keeping or training of fighting cocks, and to close cockpits: Provided, That cockfighting in such cockpits shall take place only on legal holidays and during a period not to exceed three days on the occasion of the celebration of the patron saint's day of the municipality: Provided further, That in the case of municipalities which were separate upon the date of enactment of the Municipal Code but which have been subsequently fused, the municipality resulting from such fusion having no patron saint, cockfighting in the cockpits of each such originally distinct municipality may take place for a period not to exceed three days on the celebration of the patron saint's day of such formerly distinct municipality: And provided further, That no game of chance be permitted on the premises. [See note to section 43 (h).] Unlawful cockfighting, etc. Games chance. of Note.-SECTION 1. Any person who shall maintain a cockpit for the fighting of cocks, or who shall engage in cockfighting in a cockpit, or who shall attend as a spectator of cockfighting in a cockpit, on any day when cockfighting is not lawfully licensed to take place by the municipality in which the cockpit is situate, shall be punished by a fine not exceeding two hundred dollars, in money of the United States, or by imprisonment not exceeding six months, or both, in the discretion of the court. SEC. 2. Any person who shall maintain or take part in a game of chance in a cockpit, whether the cockpit be lawfully licensed or not, shall be punished by a fine not exceeding two hundred dollars, in money of the United States, or by imprisonment for not exceeding six months, or both, in the discretion of the court.-Act 480, October 15, 1902. (k) To license public carriages, carts, and hearses kept for hire; cafes, restaurants, hotels, inns, and lodging houses; billiard tables, theatrical performances, horse races, and circuses.
