The Municipal code and the Provincial government act, being Act no. 82, entitled "A general act for the organization of municipal governments in the Philippine islands", and Act no. 83, entitled "A general act for the organization of provincial governments in the Philippine islands" as amended by the acts of the Philippine commission down to and including May 31, 1905, revised and codified by the Committee on revision and codification appointed by the governor-general. THE MUNICIPAL CODE. 19 members of the council, as provided in section thirty-nine, subsection (b). (c) He shall be an ex officio member of the council, with all Member of council. the rights and duties of any other member, and there shall be assigned to him the barrio or district in which the municipal offices are situated. (d) He is authorized to use as a symbol of office a black cylin- Symbolof office. drical cane with gold head, gilt ferrule, and black cord and tassels. SEC. 20. The municipal secretary shall be the clerk of the Secretary, dumunicipal council, whose meetings it shall be his duty to attend. (a) He shall keep a journal of the proceedings of the council Journal. and of the records and acts of the municipality. (b) He shall countersign and certify to the correctness of all Warrants. warrants ordered by the council to be drawn on the treasury of the municipality. (c) He shall keep his office in the building where the municipal Office. council meets, or at some place convenient thereto, as the council shall direct. (d) He shall keep a civil register for the municipality and Civil register. shall record therein all births, marriages, and deaths, with their respective dates. In case of marriages he shall further record the previous residences of the contracting parties, the name of the person solemnizing the marriage, and the names of the witnesses. In case of deaths the causes of death shall be recorded when known. Physicians and midwives residing within the limits of Physicians and the municipality shall immediately forward to the municipal sec-midwivesretary notification of every birth or death that occurs under his or her professional observation, together with the necessary information for making the proper entry in the civil register. Every Notices of marperson resident within the limits of the municipality who is nages. authorized by law to celebrate marriages shall immediately forward to the municipal secretary notification of every marriage which he celebrates, together with the necessary data for properly recording said marriage in the civil register. All entries in the Entries free. civil register shall be made by the municipal secretary free of charge. [For the Marriage Law, see Appendix.] (e) He shall issue upon demand of any person a certified copy Certified copies. of any record within his control, and shall be authorized to charge and receive a fee, which shall not exceed, for both the writing and -fee. certificate, ten centavos, Philippine currency, per one hundred words.
