Many elements contributed in making Hawaii a nation of importance to itself and abroad. In April, 1865, a bureau of immigration was formed, anl(d inl July 500 coolies arrived from China under contracts with the Hawaiian government, one of the first realizations of a policy advocated from the early 'forties, and particularly for twenty years by Robert C. Wyllie, to introduce foreign labor to (levelop domestic resources. Leprosy was first observed in the Islands in 1853, and by 1864 it had begun to spread. Segregation of lepers was lbegun in 1865, and at about the same time the present site of the leper settlement on a small peninsula of the island of Molokai, isolated from the main portion of the island by almost inaccessible mountain ranges, was selected. In 1866 about 140 patients were sent there. The board of education was created in 1865, by an act l)assed ly the legislature on January 10, and Abraham Fornan(ler, the historian, was appointe(l insplector-general of schools. Queen Emma left the Islands in May, 18165, for lEngland( on the Blritish warship Clio, and returned to Honolulu ()ctober 22, 1866, after an eventful visit in England, (luring which tinme ()Queen Victoria formed a strong attachment for her.
