The following address to the Filipino. people is published for
-the information of all concerned. In order to signalize such ani
important step in the pacification of the country, one thousand
prisoners -of war will, upon taking the oath of allegiance, Ihe
released and sent to their homes, for w~hich purpose the Provost
Marshal General will. give the necessary orders.

I helteve that I am not in error in presuming that the unhappy
'fate to which my adverse fortune has led me is not a surprise
to those who have heen familiar day hy day with the piogress
of thewar. The lessons thus taught, the full meaning of which,
hasbti reenty cmeto my knowledge, suggest to me with

~' the welfare of-the Phili4pines.nor have they faltered.. in following the path pointed out by
their fortitude -and courage.' The time has come, however,- in
which they find their advance along this path impeded-by an
irresistible force-a -force: which, while- -it restrains, them, yet
enlightens the mind Iand. opens another. -course by — presentig to
