484 REPORT OF THE PHILIPPINE COMMISSION. cedula each year, will not be enough, as each year will add to the amount necessary for maintenance and deduct from the amount available for construction just so much, unless there is an increase each year in the road and bridge fund. It is hoped that the resources and wealth of the provinces will increase with the construction of roads, which will result in an increase in the road and bridge fund, which will give us continually the same amount of construction, the increase being used for maintenance of the new roads as fast as constructed.
