HE "Consumers' Price Index for Low-Income Families in Manila" is a measure
of the average change in prices of goods and services customarily purchased
by families in Manila whose monthly income does not exceed P200. This
index, therefore, does not apply to low-income families in the provinces nor to

families belonging to the higher income brackets anywhere in the Philippines.
The index measures only the percent change in average prices, between one time
and another, for the same quantities of goods or services and should not be con.
fused with, or changed to become, an "index set up to measure from time to time
changes in family expenditures".
The new "market basket" of items priced is composed of 244 different goods
and services, representative of all the goods and services that make up the pattern
of living of "low income families" in Manila in 1961. Of these, 100 items are of
food, 2 of shelter. 5 of utilities, 47 of clothing, and 90 of sundry.
Sources of price data used in the computation of the current Consumers' Price
Index are the daily retail price quotat;ons of foods tufts, clothing, fuel. medicines
and other miscellaneous items of the Bureau of Commerce. The cost of service
such as light, water, transportation, haircut. etc.; house rentals and the price of
other additional related items are obtained from various sources.
