She first came to the Philippines in 1951 as a provincial librarian for the U.S. Information Service and was promoted to Director of USIS libraries in the Philippines in 1953, a position she held until her n From 1958 to 196X2 she serve the Dependents' School, U.S Sangley Point, Cavite. Now to Sangley Point as libraris School there. Mrs. Kapst y fessional librarian the Chi and transformed what was. of a few hundred books and pamphlets into a sizeable organized business and economics r esearch library which has been very useful not only to the Joetrnal and Chamber staff Colum n and to Chamber members, but to numerous college students, businessmen, and researchers narriage in 1957. who for several years have daily visited the ed as librarian of premises and received every aid from Mrs. S. Naval Station, Kapst. She also wrote many of the book v she is returning reviews which have appeared in the Journal mn of the Station during this time. We are all very sorry to vas the first pro- see her go. However, we are somewhat amber ever had consoled by the fact that the Chamber a more collection Board has arranged for Mrs. Kapst to come to the Chamber Library once a week, on Saturdays, on a consulting basis. F Mrs. Kapst's assistant, Mrs. Ludivina (Lily) R. Sibayan, who joined the Library staff in November, 1964, will now become the Chamber Librarian. She previously worked in the library of the University of Manila and also organized the library ot the Philippine Moslem College in Jolo, Sulu. Her husband is Mr. Genedio C. Sibayan, ~. ^^^^^^^^ head of the Clerical Department of Qaasha, Asperilla, Blanco, Zafra & Tayag. AMONG the books which our Chamber _ Librarian obtained at the National Library some months ago was one entitled "Proceedings of the International Congress on Rizal, December 4-8, 1961", this Congress being held that year under the auspices of the Jose Rizal National Centennial Commission. The book runs to over 500 pages coveiing the official rosters and the minutes of the various sessions held, and, most interesting, the text of the various "papers" read by some of the local and foreign delegates, the latter including prominent scholars from Australia, Austria, Borneo, China, Israel, Italy, Japan, Spain, Thailand, United Kingdom, Germany, India, Indonesia, Mexico, Netherlands, Pakistan, and the United States. The papers they read all had to do with Rizal, and no reader can fail to be impressed,-if he had not been already, by the world impression Rizal created, not cnly as a writer, scientist, scholar, patriot, and martyr, but as a type of the truly "universal man". Yet froim a perusal of a book our Librarian obtained at the same time, "Minutes of the Katipur.an" (2,60 pages), which, besides these minutes, also contains, as appendices, the memoirs of persons connected with the Katipunan, their testimony before the Spanish authorities after the organization had been ciscovered, some of this iinplicating Rizal, and the decrees concerning the uptising by several Spanish GovernorGenerals, one develops a better comprehension of that period of Prdlippine history than he probably had before. Some of the material presented is quite grisly, both on the Fili_pino and the Spanish sides, and one understands at least how it was possible for the Spanish authorities to execute Rizal. It was a time of great danger and cruelty and fear, such as we may confidently hope the Philippines will never have to go through again. 420 - THE JOURNAL OF THE AMERICAN CHAMBER OF COMMERCE 40, -:, August, 1966
