Reported that the President has informed House leaders that invitations to Cabinet members to appear before congressional committees must be coursed through him; recently Yulo and Gen. Ismael Lapuz of the National Intelligence Coordination Agency and chief of the Criminal Investigation Service were invited to appear at a probe of reports that Philippine officials were allegedly serving as agents of the US government; recently former NBI director Luiban stated there was nothing wrong in local officials assisting the US government with respect to the security of both countries; the House hearings have been indefinitely postponed. Humphrey and his party leave Manila at 4 p. m. for Seoul. Reported that Yulo has rejected "feelers" from Harry Stonehill that he return to the Philippines, stating this was "unthinkable". Reported that Public Schools Director Vitaliano Bernardino has instructed his budget officers to include a P50 million appropriation for restoring the 7th grade. Radio Control Office chief Benedicto A. David states that for the past 2 weeks broadcasts in Tagalog and English by Radio Peking have been received here; previously the RCO has been monitoring only Chinese and English programs. Another group of some 800 students from Far Eastern University march to Congress and later to Malacafiang protesting against sending an engineering battalion to Vietnam. Rep. Felix Amante calls attention of intelligence units to what he said was the "communist manipulation" of student demonstrations, displaying signs such as "Yankee monkeys go home", "US No. 1 enemy of humanity", etc. Judge Manuel Barcelona, Manila c.f.i., upholds the constitutionality of the anti-tuberculosis postage stamp law, dismissing the petition of the Free Enterprise Society. Area issues a preliminary injunction stopping the Finance Department and the BIR from implementing the tax census law; the deadline for submitting the reports is the 28th. London newspapers report that Sukarno yesterday announced changes in his Cabinet, Nasution losing his posts as Minister of Finance and as head of the Armed Forces Staff which Sukarno abolished. Russia launches 2 dogs in Cosmos-10 which may stay up for as long as a month for "biological studies"; the maximum altitude is 562 miles which will take the dogs into the Van Allen radiation belt. The Macapagals arrive in Mexico City. Feb. 23 - The President directs the Department of Public Works to prepare a P50 million public works bill embodying projects to increase food production; if passed this would be the first public works measure in 5 years. The week-long OISS conference closes. Romulo delivers the opening address at the Philippine-American Assembly conference in Davao City; he states the new generation of Filipinos needs understanding. The Philconsa spokesman states that sending troops to S Vietnam would not violate the Constitution and is necessary to the national security. An orderly demonstration of some 5000 students, the largest so far, gathers at Plaza Miranda and marches to Congress to back sending an engineer battalion with adequate defense support to S Vietnam. Lopez asks the Supreme Court to issue an order restraining the Presidential Electoral Tribunal from proceeding with the pending protest of Sen. Gerardo Roxas, questioning the constitutionality of R.A. 1793 creating the body; he holds that the proclamation of a president and vice-president by the Senate and House is final. Barredo files a petition with the Supreme Court to stop the Manila c.f.i. from enforcing its restraining order against the implementation of the tax census law. Vice-Adm. John J. Hyland, 7th fleet commander, states on a visit to Taipeh that his fleet is capable of knocking out Communist Chins's nuclear installations if so ordered. US troops launch 2 big offensives of division strength (16,000 mIen) one against the extensive bunker system 35 miles north of Saigon and the other 290 miles northeast of the city. A Tokyo newspaper reports rumors that Nasution has been killed by leftist elements in Indonesia. An estimated 50,000 students appear at Sukarno's Merdeka palace and ransack the near-by state secretarial building shouting "Down with Subandrio... Long live Nasution; a smaller crowd of pro-1communists demonstrate before the American Embassy and tear down the flag. Johnson states there will be no "needless escalation" of the Vietnam fighting and that "only the amount of force necessary is being used... we can live with anger in word as long as it is matched by caution in deed". McNamara states before a Senate committee that the Philippines represents a vital link in US efforts in Asia; its strategic position and willing cooperation in providing bases and facilities have become more important than evex." Feb. 24-Marcos receives support for his Vietnam proposal from 5 more organizations representatives of which call at Malacafiang, -the United Labor Political Action Council, Women's Paity of the Philippines, American Legion Auxiliary in the Philippines, Freedom Movement, and the National Economic Protectionism Association. Ramos, after receiving a "friendly letter" from Blair, states he will make representations to the Manila government to ensure freedom of movement of diplomats whose embassies are picketed by demonstrations. The Antara radio states that the personal letter from Marcos to Sukarno, carried by Supeni, suggested that hig-.-level talks be held in Manila on SE Asia problems. Sukarno installs his new 100-man cabinet; he states the protestors are "crazy"; "I am not a leader who wants to be pushed about. I know my job. I am Bung Karno"; he states tile new cabinet will be "mobilized more than before to crush Malaysia and to struggle against imperialism in any form". Pravda denounces the "anti-communist terror campaign in Indonesia and tile death sentence imposed on Njono. Feb. 25 - The President states there was no formal invitation to Sukarno for a summit conference but that consultations are always welcome and that he now intends to invite Sukarno to Manila to discuss mutual problems, particularly those effecting Indonesia and Malaysia. The President directs the Bureau of Forestry to cancel all logging permits and to submit a report on the progress of the drive against illegal logging. Ramos at the Davao conference cautions the US against disregarding the current wave of anti-Americanism among Filipino intellectuals and youth and reiterates the call for a removal of "irritants"; as to "parity", he states he feels it would most certainly strengthen relations if the initiative to relinquish parity rights came from the Americans themselves. NAWASA cancels its contract with Santander-Compeny for construction work on the Novaliches-Balara aqueduct. "Cloud seeding" by a plane starts a light rain but an easterly wind drives the heavier clouds past the Novaliches reservoir and most of the rain falls in Quezon City and Manila. The Supreme Court gives due course to the government petition questioning the suspension of the tax census law and gives Villegas 10 days to submit an answer; the deadline for filing reports falls on the 28th. Sukarno dissolves the anti-communist, pro-army student organization "KAM1I" and bans demonstrations throughout Indonesia, also student gatherings of more than 5 persons; the order comes after thousands of students joined a massive funeral procession for 5 students shot in demonstrations on the 23rd and 24th by the police. The Macapagals arrive in New York City; Macapagal states he believes the majority of Filipinos support the US policy in Vietnam and favor sending troops; "the fall of S Vietnam would mean the fall of other Southeast Asian countries, including the Philippines." Feb. 26 -PC chief. Brig. Gen. Segundo P. Velasco, states he is not aware of any reports of subversion by Indonesians in Mindanao; "they come to improve their livelihood". Lukban states thE t repots of CIA men meddling in internal affairs is part of a world-wide "smear plot" carried out mainly through forged US documents deliberately allowed to fall into the hands of local officials; the NBI has not been gathering dossiers on local officials; on tilhe other hand, SEATO members are constantly sharing their findings to their mutual benefit and security. The grandstand at Butuan City, capacity 1500, collapses as many take refuge there because of a rain, at least 2 being killed and hundreds injured, on the last day of the week-long Mindanao Athletic Association meet. Russia and Mongalia exchange instruments of ratification of a new treaty signed at Ulan Bator on January 15; an unconfirmed report states that 2 or 3 Russian army divisions have entered Mongolia. Feb. 27 - The President states in a speech read for him by Mata before graduating trainees at Fort Magsaysay, Laur, Nueva Ecija, that he has ordered the deployment of army engineer battalions to a number of public works projects; he also speaks of his program to expand the country's citizen army. Feb. 28 - The President holds a breakfast meeting with members of Congress and officials on reports brought in by Amnbas. Modesto Farolan on his return from a 7-day mission. Later the President meets with the Development Council in the Presidential Economic Staff building on Arlegui street. Then he meets with Gov. Manuel Barretto of Zambales and Olongapo Mayor James Gordon; Barretto lifts his order suspending the Mayor and the President orders the town to be placed under PC control. Announced that the President has accepted the resignation of Jacinto C. Borja, ambassador to Japan. Some 4000 University of the East students demonstrate at the legislative building and then march to Malacafiang in support of the Vietnam program. Ramos states before the House committee it would be "shameful if we don't send aid"; Romualdez states the Treasury can afford the proposed P35 million outlay. The BIR announces that if the Supreme Court upholds the tax census law taxpayers will be given 30 days within which to file returns. The Supreme Court rules that the Manila Electric Company does not have to obtain a new franchise to sell power in Manila suburbs, setting aside an order of the Public Service Commission.
