The "LET YOUR HAIR DOWIN _ ^^^=^^==^=^ g^^ == =^^=^ DURlNG the: monthl the Journal editor sent Senator Gil J. Puyat a note calling his attention to an editorial on the Senator's proposal to set up a Joint Legislative-Executive Council on Legislation and the:preceding editorial on "The Presidency, Congress, and the People", published in the February issue of the Journal. The editor said in his note that"the latter editorial sets forth a serious situation in the democratic form of government in which the legislative branch has become largely an opposition to the executive branch. Your Resolution, as I point out, would provide a remedy." Senator Puyat replied, in part: "... I am glad you think that my proposal... has merits. As a senator for the past 15 years and having been a witness to the haphazard and non-descript manner by which we legislate, I am alarmed at the grievous mistakes already committed and the great harm that may yet be done if the present disorganized system is not made more orderly. "Perhaps I have the same feeling today as I had when I introduced performance budgeting after discovering that after spending billions of pesos the Government did not know what it was receiving in terms of service for each peso spent. Perhaps it is the same feeling I had in my first year in the senatewhen upon becoming a member of the Commission Appointments we were confirming by-passing, and rejecting ad-interim appointments and nominations made by the President without a set of criteria on which to base our action. "I would appreciate it if you would furnish Senator Roy, who is the Senate floor leader, a copy of your letter and the two editorials. "With kindest regards, I remain, Appreciatively yours, etc." THE Journal editor was surprised and greatly pleased to receive during the month the text of a resolution unanimously adopted by the members of the Association of Special Libraries of the Philippines, Manila, expressing appreciation of his two-volume "History of Industry and Trade of the Philippines", the first volume published in 1958 and the second in 1961. It runs: RESOLUTION OF APPRECIATION "Whereas, the two-volume work entitled "History of Industry and Trade of the Philippines", covering the Spanish period to the Magsaysay Administration, is a rich source of information on the Philippine commercial scene; "Whereas, this fully documented work has become a basic reference for Philippine social science libraries which look toward its updating to cover the Garcia and Macapagal administrations as a very welcome project; "Be it resolved that the Association hereby expresses its recognition of this contribution of Mr. A.V.H. Hartendorp to Philippine business literature; and "Be it further resolved that a copy of this resolution be sent to Mr. A.V.H. Hartendorp.
