UNIVERSITY OF THE PHILIPPINES 667 partially or wholly working their way through college, does any employment bureau exist to assist them in their efforts. Finally, while student advisers are appointed from the faculty to counsel the students on scholastic matters, the Commission received the impression that the system works'in a very formal manner and extending little beyond helping the students to matriculate and arrange their schedules. The extent to which the physical welfare of the students is provided for appears to consist in: (1) the medical examination given to all students at the beginning of the year, (2) the one hour per week of physical work required of every student throughout his course, and (3) the three hours per week of military drill required throughout the first two years. The extent to which his moral welfare and personal needs are supervised does not appear. In the professional schools, the proportion of students living in boarding houses and wholly or partially supporting themselves is even greater than in the College of Liberal Arts. In most cases, since they have to study more intensely than do the undergraduate students, unfavorable living conditions must have a correspondingly more unhappy effect. In the report of the dean of the College of Medicine for the year 1923-1924, the following statement appears: "It is common to observe among the students enrolled for the first time in his college a gradual weakening of their physical conditions and of their alertness in mental perception. This condition and its causes have to be properly studied both in reference to the extent of their work during their premedical years, that is, their degree of preparation; the actual conditions in their boarding houses; and also in reference to the extent of the present medical curriculum for the first two years of the College of Medicine." Evidently others, besides the dean of the College of Medicine, had become aware of the need of investigating the living and moral conditions of the students, for during the year 1923-1924 the University Council appointed a special committee to study and report upon the subject. A most elaborate questionaire was drawn up and distributed among the students for answer. Upon the basis of the replies received the committee composed its report and the Council approved July 21, 1923, the following points recommended by the committee: (a) In order to do away with the discrepancy in the diet of students living in the dormitories and the diet of those living in poor class of boarding houses, where the majority of the students live, the establishment of a University Commons on the University Campus, to be run by University organizations, such as the "Student's Co6perative Associations" or by private concerns under University supervision (through the Department of Home Economics). (b) The creation of a committee on Student's Housing or Student's Living Conditions whose duty shall be: (1) to visit the student's dormitories and boarding houses at
