This is not a heavy load and not as heavy as is carried by the average student in the universities of the United States. However, there are two observations of importance to be made here in connection with a consideration of the amount of work taken by students. The first is that more students in the University of the Philippines are partially or wholly self-supporting than is probably true of any university in the United States. The second is that the students of the University of the Philippines are much handicapped by the language difficulty. The results of the tests applied to the freshmen of the Colleges of Liberal Arts and Education reveal that in the ability to interpret English, those students are about upon the same level as the graduates of the elementary school in the United States. When one considers to what an extent the ability to read and understand the technical language of textbooks and reference works enters into the labors of any student, he can appreciate the additional burden under which the Filipino student must work. The Commission believes that the department of English of the University might profitably introduce courses in sight reading and interpretation of scientific and philosophical works to increase the capacity of the students in so necessary a part of their work.
