658 EDUCATIONAL SURVEY OF THE PHILIPPINES F. No appointment nor promotion in rank or salary shall be considered by the Board of Regents unless its committee on personnel has submitted its report on the qualifications of the candidate giving in details the merits of the candidate. Considering the general conditions attending the University the Commission believes that the provisions of the report will make for the best interests of the institution. The chief material compensations that the University professor usually receives for his small remuneration are security of tenure, a pension upon retirement, and the privilege of sabbatical leave. Of these the University of the Philippines provides only the first. To a body of teachers, 82 per cent of whom are below forty years of age, a pension may not seem a pressing matter. But it should be remembered that today a pension granted in old age bears some relation to the contribution made by the pensioner in the years before retirement. The Commission believes that action looking to the establishment of a pension system should be taken by the proper authorities and recommends conference with the officials of the Carnegie Foundation which has had the largest experience with pension affairs. The Commission also believes that a general policy should be adopted with reference to sabbatical leave. That should enable faculty members -at certain intervals to have complete relief from teaching obligations and to secure the stimulus that comes from rest or study abroad. Such a policy might be combined with one dealing with exchange professorships whereby members of the University faculty may exchange places with teachers in American or foreign institution. Such a system in those institutions has nearly always been attended by the happiest results. THE TEACHING LOAD.-The North Central Association has agreed upon a teaching load of sixteen semester hours a week as the maximum. The University of the Philippines measures up favorably to that standard and the Commission met few complaints on the score of excessive hours of instruction. As is customary in every institution, the departments whose work is largely with first-year men, bear heavier loads. This is particularly true in a rapidly growing young institution where the tendency is towards overcrowding. It is to be overcome by constant yearly additions to the faculty and then by admitting only the number of students that can be cared for properly. The actual burden upon a teacher, however, cannot be measured by the number of hours per week that he teaches. The size of classes and the nature of the work play a large part in determining his actual performance. A teacher of first-year English with a section of 30 that recites three times per week who must read and correct weekly themes has a much greater burden than a third-year teacher of mathematics who may have two sections of 20 each, also reciting three times I I
