And the salary scale in the United States has risen since 1920. The first recommendation the Commission makes with reference to salaries is that the highest salaries for each grade at the University be at least increased to comform as nearly as possible to the average salary for the same grade paid in the United States. In no other way can the University secure the best material for its faculties. Anyone associated with a great institution of learning knows the annual pressure upon the administration for increases in salary. The easy way to overcome the pressure is to adopt, as has been done by many universities, including the University of the Philippines, a schedule which fixes the salaries of teachers according to the grades they fill. This permits of some variation of salary within the grade; but it also means that in order to give a man more than the maximum salary of the grade he must be advanced in rank or in order to advance him in rank, he must be given more salary than the maximum of his grade. In the University of the Philippines, any member of the educational staff paid one peso more than P2,200 immediately becomes an assistant professor.
