UNIVERSITY OF THE PHILIPPINES 653 The bachelor's degree is of a great variety of kinds: arts, science, law, agriculture, business administration, etc. There were a few other degrees such as the high-school teacher's certificate, which may be ignored. Just one-half of the 128 teachers whose records were available conform to the standard accepted above. The other half hold no degrees higher than the bachelor's. This is partly because of the large number of assistants employed who are usually recent graduates. Both facts are unfortunate and the University should, as soon as possible, improve the situation. The matter of salary, which is discussed below, enters largely into the question. The University is to be congratulated on the fact that so many of the instructors who hold advanced degrees received them from institutions of high standing, widely distributed throughout the United States. This is principally due to the admirable system maintained by the University of keeping not less than ten members of the instructional staff in the United States for graduate work at the University's expense. No policy is better adapted to stimulate the intellectual leadership of the faculty. The system whereby the selection of these pensionados is left to the discretion of the President, assisted with advice from the deans of the colleges, appears, moreover, to be sound and to work well in practice. The University is fortunate in the teaching experience of its faculty. Few teachers of the grade of instructor or above have taught less than five years and a number have taught relatively long periods. However, there are very few who have taught in other institutions. The cause is partly historical. The University of the Philippines like the educational system of the Islands generally, was organized under American influence and largely with American personnel. With the lapse of fifteen years, the number and influence of Americans in the University has decreased until now they number but one-eighth of the teaching staff. Their places have been taken almost invariably by Filipinos and by graduates of the University itself. This is most natural and to be expected. Whether the movement has not proceeded too fast is the only question. The age statistics of the teaching staff are very interesting.
