648 EDUCATIONAL SURVEY OF THE PHILIPPINES stances dictate the Secretary has become to a great extent an emergency man. In the University of the Philippines, the Secretary of the University is also Secretary of the Board of Regents. The office has become, in fact, one of the really important administrative positions of the University, and the present incumbent fills it efficiently. In whose hands is placed the control of purchasing and storing goods and making inventories is not altogether clear. Apparently the Secretary is in the last analysis responsible. The University has wisely placed the purchasing of all supplies in the hands of a purchasing agent who seems to have organized the work efficiently. The University unfortunately lacks a central receiving station for deliveries and a workhouse which would permit purchase in quantity, safe storage, and accurate inventory of supplies on hand. The need of such a place should be considered in the University's building program. The University makes an annual inventory of its property which apparently is thoroughly done. THE REGISTRAR.-Great as has been the increase in the functions of the secretary, even more remarkable has been the development of the office of registrar. At first, its functions were purely clerical in nature; today, they are many-sided and important. The registrar must make and keep the records of the student in order to help direct his course in the University. To analyze these records so that university administration may be removed from a basis of mere general impression to a basis of objective fact is an even greater task and makes the registrar the right hand of the whole administration. The registrar is also the natural official to pass upon the fulfillment of entrance qualifications. In some institutions the registrar is secretary to the faculty. He is thus enabled to keep in touch with the work of the faculty in determining standards, curricula, etc. The Commission has been surprised that among its officials, the University of the Philippines has neither a registrar nor a bursar. Since the College of Agriculture is provided with a registrar who administers his office in a most efficient manner, the situation is yet more surprising. The duties of registrar and bursar at the University are scattered among a number of other officials, the secretary, accountant, property clerk, etc. The Commission found it necessary to call with great frequency for records, statistics, and information generally. Despite the absence of a registrar it is glad to state that its requests were always met promptly and satisfactorily. The matter of the registrar will again be considered under the heading of General Office. FINANCIAL AND BUSINESS CONTROL.-Probably no better way of discovering the extent of the activities of a university and of the efficiency of its management exists than by a study of its budget.
