The University authorities have been fairly successful in providing the necessary buildings, equipment, and apparatus for instruction in the technical and scientific subjects; they have failed utterly in doing so for the humanistic subjects, for the library is the laboratory for these branches. Not only is there no library building, but the main collection of books is housed in a building constructed for chemical laboratory purposes and placed upon stacks of poor-class wooden construction which increases the danger from fire and destructive insects. The capacity of the main reading room is 180 in a university of 3,500 students! Pages of serviceable data might be included in this report to illustrate the inadequacy of library facilities; and it,must be emphasized that, serious as are conditions in the main library, they are much more serious in the separate college libraries. In fact some of the colleges have no libraries worth mentioning. In excuse for the deplorable library facilities, the statement is sometimes made that the students are permitted and encouraged to use the Philippine Library and the library of the Bureau of Science. The latter is quite near the University campus and readily accessible; the former is at a distance within the Walled City and requires a special visit in order that a student make use of it. Moreover, these libraries have been established to serve constituencies separate and distinct from a university constituency and are increasing their resources on the basis of the needs of their constituencies. The University cannot and should not depend on them for its principal needs. The Commission recommends that whatever plan of building construction is adopted for the near future by the University authorities, it should provide for the erection of a library building as a first desideratum. Then the granting to the library of adequate funds to provide the necessary books, equipment, and personnel to enable it to function efficiently will be imperative.
