UNIVERSITY OF THE PHILIPPINES 617 No stronger evidence of the interest of the Filipino people in higher education could be given than is furnished by these tables. Until recently no question has been raised as to the desirability of such rapid growth which at one time seriously affected university standards. However, a slight arithmetical reckoning will show that if the rate of increase of the past decade were to be continued, at the close of another decade there would be 10,000 bona fide students at the University. Unfortunately, when we come to the section entitled Income of the University, we shall see that the support necessary for efficient administration has not by any means kept with increase in numbers. Moreover, that part of the Commission's Report devoted to finance will show that unless new sources of greatly increased revenue are forthcoming, the support for public education generally will not keep pace with the needs. This will be true of the University particularly. The conclusion to be drawn is obvious. Unless the policy of reliance upon public support is to be changed, the number of students must be rigidly curtailed, unnecessary courses, however excellent they may be, must be eliminated, and the desire for bigness on the part of University officials must play a smaller part in its administration. The University must concentrate more thoroughly upon fundamentals and live within its resources and the Legislature must see that the resources expand annually to meet the real needs of the University. These are generalizations, but the facts upon which they are based will appear more fully in the following pages. One illustration will suffice here. At the final meeting of the University Council this year thirty-five courses appearing in the catalog of the College of Agriculture were dropped.
