For a teacher training institution, the training school is a laboratory which should be counted as any other necessary expense, and apportioned among the real students, those in the normal school proper. b 776 pupils in the practice classes are not included. See note 1. NOTE.-Until 1924, there was only one separate normal school, the insular school at Manila. When the financial data for 1924 become available in the Bureau of Audits, the per-pupil costs of the separate schools for 1924 can be calculated. The data were not available at the time of the survey. A normal course student in a high-school costs more than an academic student by about one-fourth to one-third. The extra cost is due to normal students taking five subjects, as against the usual four for academic students, and to extra practice-school costs.
