590 EDUCATIONAL SURVEY OF THE PHILIPPINES The Insular Government makes general and special appropriations for education out of whatever revenues it may have. Each appropriation act shows the specific kind of education to be supported. The fact that no definite portions of any insular revenues are available for general or specific educational purposes, might seem to indicate that the responsibility of the Insular Government for financing the school system is uncertain and unstable. But a study of the governmental budgets during recent years points to the contrary. Since 1918 the practice of appropriating funds to special, provincial, and municipal schools has been fairly constant. As a rule the amounts provided for each aid from year to year have increased. These facts indicate clearly the intention to provide such appropriations for schools as the insular revenues will permit.
