564 EDUCATIONAL SURVEY OF THE PHILIPPINES In the first of three tables, with the year 1913 as a base, the relative i increases in educational and noneducational expenditures are compared. Clearly from 1913 to 1918, the latter increased more rapidly than the former; but since 1919 the educational expenses have increased the faster. In 1923 in comparison with the distribution of funds in 1913, the educational expenses were relatively 1.8 times as large as the noneducational expenses. This indicates the growing interest of the Filipino people in education. Presented in another form in Table 67, these facts show in a yet more striking way the recent increased emphasis on education. Although the percentage of the total public revenue devoted to education was less in 1918 than in 1913, the schools regained their position in 1920, and gradually forged ahead until in 1923 the current expenditures on education were three-fifths greater than in 1913.
