558 EDUCATIONAL SURVEY OF THE PHILIPPINES and because of the danger of attacks upon the Bureau of Education, a danger not to be lightly considered in the Philippines where there is an almost unrealizable reverence for the printed word, no professional articles may be published by schoolmen. In the United States, the prohibition upon publication of such articles would be regarded as a device calculated to insure the perpetuation of professional ignorance in the educational workers. There the publication of such articles is consistently encouraged as an incentive to professional growth by the schoolmen and consequent betterment of their work. It is to the interest of all the school people of the Islands! to have this policy changed as soon as possible. The Bureau should be supplied with the staff to do the reading if that has to be done. But the Survey Commission is not convinced of the necessity of this precaution. The superintendents' convention at Baguio could easily draw up a code of professional ethics for such writing. Some unde- sirable and harmful articles might appear. But if a committee chosen from the staff promptly and firmly deal with the writers under the code, there would be no particular trouble on future articles, and the advantages of the policy should certainly outweigh its disadvantages. In addition to stimulating professional growth, such a policy on publication would afford a desirable outlet for much of the present dis-, agreement of the field with general educational conditions. The English deliberately permit soap-box oratory and attacks against the Government on the theory that it is far better to let such things drain out into the open than to let them develop into suppressed complexes and irritate the whole system continually. 6. Is the school administrator in the Philippines sure of recognition for individual growth? The answer to this is "yes," within the limits of routine under which the central staff is at present compelled to operate and "no," for the professional growth deemed desirable by the Survey Commission. The central staff has a very thorough system of reports and records supplemented by personal visitation by the directors which enables them to keep track in an inspectional sense of the work of all important administrators. For the elements covered, this work has efficient. It should be extended to cover the elements of professional growth for which all progressive state departments in the other countries strive. 7. Is the work of the school administrator in the Philippines free from needless drudgery and routine? The answer to this is "no," although ) again the condition is one which the central staff cannot of itself change wholly.
